Editor and Reviewer Guide
Responsibilities of the Editorial Board Members:
- The journal's editorial board must ensure a fair and confidential review process for all submitted manuscripts. The identity of the reviewer is not disclosed to the author(s), and vice versa.
- The editorial committee will strive to prevent any potential conflicts of interest between the author(s), the reviewers, and members of the editorial board.
- The editorial committee is responsible for ensuring the confidentiality of all information related to submitted manuscripts.

Responsibilities of the Reviewer (Referee):
- The reviewer must ensure that all information regarding submitted manuscripts remains strictly confidential.
- A reviewer who is unable to review the manuscript for any reason must notify the Editor-in-Chief to excuse themselves from the review process.
- The reviewer must review and evaluate the submitted manuscript objectively, using the journal’s official evaluation forms, and must complete the review within a maximum of three months.

Policy for Attracting and Selecting Reviewers:
The editorial board of the Scientific Journal of the Faculty of Science, University of Sirte follows a meticulous approach in selecting academic referees. It applies a clear policy to attract reviewers and enhance collaboration with them, focusing on integrity, competence, and distinction, based on the following:
- Establishing a large database of reviewers who meet the criteria specified in Article 12 of the General Regulations for issuing peer-reviewed scientific journals, under Presidential Council Decision No. 264/2020, which requires reviewers to hold a Ph.D. and hold at least the academic rank of Assistant Professor, to participate in evaluating research across various scientific disciplines.
- Engaging with outstanding reviewers, whether locally or internationally, by inviting them through scientific and research events organized by the Faculty.
- Issuing certificates of appreciation to all reviewers for their cooperation, and recognizing distinguished reviewers for their contributions.
- Contacting the relevant authority to process reviewer compensation immediately after the journal issue is published.

The journal is completely free of charge.

Manuscript Receipt Process:
- Manuscripts are received immediately upon submission to avoid any delay in processing and to verify that the manuscript fits within the scientific scope of the journal. Manuscripts outside the scope will be rejected.
- An initial screening of the manuscript includes:
- Compliance with the journal’s formatting template.
- Attachment of the journal’s commitment form.
- Plagiarism check.
- To avoid delays, the author must initially comply with at least 70% of the technical specifications; the remaining 30% can be corrected during the final layout stage after acceptance.
- Authors are contacted through the system to:
- Submit a plagiarism report (if the similarity index exceeds 25%).
- Address any editorial comments on the manuscript.
- If the manuscript meets the journal’s standards and passes the plagiarism check, it will move directly to the review stage.
- Once the manuscript is revised and re-uploaded, it is assigned a unique code based on its field. For example, in mathematics: MA00002021000, where:
- 0000 = year/date,
- 000 = serial number (e.g., 001).
- Author names and all identifying information are removed and the manuscript is saved as a PDF file named after the assigned code, to be sent to the reviewer.
- The manuscript title and code are added to the evaluation form, which is saved as a Word file named after the assigned code and sent to the reviewer.
- All research procedures must be handled with complete confidentiality.

Manuscript Evaluation Procedures:
- Manuscripts that meet the journal’s preliminary criteria and pass the plagiarism check will proceed to the peer review stage.
- All manuscripts undergo double-blind peer review by two reviewers (Ph.D. holders, Assistant Professor or above) specializing in the subject area, selected confidentially by the editorial board. Neither the reviewer nor the author knows each other's identity.
- The editorial board informs the author(s) of the review outcomes and sends them the evaluation reports if any revisions are needed.
- The author(s) must implement all suggested corrections, whether formal or substantial, within the timeline specified by the editorial board, based on the nature of the required corrections.

Manuscript Publication Procedures:
- The editorial board reserves the right to make editorial changes to the accepted manuscript, without altering the scientific content.
- Upon acceptance of the manuscript for publication, the author(s) will be notified officially and provided with an acceptance letter indicating the manuscript’s inclusion in the upcoming journal issue.
- After the issue is published, an electronic copy of the published article will be sent via email to the author(s).
