Publication and Review Procedures

Manuscripts submitted to Sirte University Scientific Journal go through the following stages, from submission to publication.

Receipt and initial screening

  1. SubmissionManuscripts are submitted only through the online submission system; submissions sent by email are not accepted.
  2. FormsAuthors complete the journal's publication application form and a publishing agreement confirming that the work is original, has not been plagiarized from any existing publication (book, thesis, etc.), and has not been previously published or submitted elsewhere.
  3. Registration and acknowledgmentThe editorial office registers the manuscript in its official records, and the author receives an acknowledgment of receipt from the Editor-in-Chief.
  4. Initial reviewAll submissions undergo an initial editorial review to verify their compliance with the journal's scope and submission guidelines.
  5. Plagiarism checkEvery manuscript is checked with Turnitin similarity-detection software to uphold academic integrity. The index is calculated excluding the reference list and properly quoted text. A manuscript whose similarity exceeds 30% is not sent for peer review and is rejected at initial screening, with the similarity report sent to the author; after examining the report, the Editor-in-Chief may return it once to the author for revision and resubmission.

Peer review

  1. Assignment to reviewersManuscripts that pass the initial screening are sent for double-blind peer review to at least two independent experts in the relevant field, who use a standard evaluation form and provide a recommendation (accept, revise, reject) with detailed feedback on substantive and formal aspects.
  2. ConfidentialityThe identities of authors and reviewers remain confidential throughout the process, and all manuscripts and reviewer comments are treated with strict confidentiality.
  3. Review periodReviewers respond to the invitation within three days and complete the review within two weeks of accepting it; failure to meet this deadline may result in the assignment being revoked. The Editor-in-Chief receives and reviews the reports, assisted by the Editorial Board.
  4. Third reviewerIf the reviewers' assessments significantly conflict, the manuscript is referred to a third reviewer for a final decision on its acceptability.

Decision and revision

  1. NotificationThe author is notified of the editorial decision. If revisions are required, the anonymized reviewer comments are forwarded to the author.
  2. Revision deadlineThe author submits a revised version within two weeks of notification. Failure to resubmit within this period, barring exceptional circumstances approved by the Editor-in-Chief, results in the manuscript being withdrawn from the publication process.
  3. Second reviewIf requested by the editorial board, the revised manuscript is sent back to the original reviewer(s) to verify the revisions and receive a final recommendation.
  4. Publication decisionThe Editor-in-Chief takes the final publication decision on the basis of the reviewers' reports and confirmation that all required revisions have been completed; the Editorial Board gives an advisory opinion. The board may make minor stylistic or formatting edits without altering the academic content.

Acceptance and publication

  1. Acceptance letterThe author is formally notified of the final decision. Upon acceptance, the author receives a confirmation letter specifying the volume and issue in which the manuscript will appear.
  2. WithdrawalAn author who wishes to withdraw a manuscript must request this using the manuscript withdrawal form; the withdrawal is processed only after a justified reason is provided in the official form uploaded through the journal platform.
