فى هذه الورقة تم تسليط الضوء على اهم سياسات الاصلاح التي تم اتخاذها فى مجال القطاع المصرفى في ليبيا خلال الفترة من 1963- 2017 ، وبيان اثر تلك السياسات على اداء المصارف بمفهومه الواسع في مجال جذب الودائع ومنح القروض حيث اشارت نتائج التحليل الى وجود تأثير ايجابي لسياسات الاصلاح المصرفية تحسين مستوى اداء المصارف من حيث جذب المزيد من الموارد المالية ومنح المزيد من القروض‘ الى ان تلك الاصلاحات لم تكون بشكل المطلوب بسبب استمرار هيمنة مصارف القطاع العام على السوق المصرفي في ليبيا‘ الامر الذى انعكس بشكل سلبى على مستوى جودة واسعار الخدمات المصرفية وضعف الثقة في الجهاز المصرفي هو ما يمكن استنتاجه من خلال ارتفاع نسبة التفضيل النقدى.
