تتناول هذه الدراسة الأحداث السياسية والمالية التي أدت إلى إصدار وثيقة الماجنا كارتا (Magna Carta) خلال حكم الملك الإنجليزي جون ( (King John(1199-1216م)، الذي تميز بالاستبداد والمطالب المالية المتزايدة. بخلاف أخيه ريتشارد الأولRichard I) ) (1189-1199م) الذي أمضى فترة حكمه في القتال خارج البلاد، بينما أقام جون في إنجلترا وأدار الحكم بنفسه، مما جعله يواجه أزمات كبيرة، خاصة مع تفكك الإمبراطورية القارية التي ورثها عن والده هنري الثاني Henry II)) (1151-1189م). ورغم سعيه لحشد موارد المملكة للانتصار عسكريًا ودبلوماسيًا، إلا أن هزيمته أمام الملك فيليب أغسطس (Philip Augustus) ملك فرنسا عام 1214م أشعلت تمردًا داخليًا. كما تصاعد الاستياء بسبب السياسات المالية القاسية واستغلال النظام الإقطاعي، مما دفع البارونات إلى فرض الماجنا كارتا عام 1215م، التي شككت في فكرة الحق الإلهي للملوك وأرست أسس النظام البرلماني والتغييرات القانونية في إنجلترا، مع التأكيد على دورها التاريخي كأداة قانونية ومحرك للتغيير السياسي.
