This research dealt with the topic of local administration units under Law 59 of 2012 in order to show their suitability to the Libyan reality.Through the study, it became clear to us that the law stipulated the system of the governorates, and we believe that it was correct to fit this system with the Libyan reality, because it preserves the unity of the major cities and does not allow their fragmentation by keeping them under one governorate.It also balances local and human development between governorates. This system was criticized regarding some cities that are far away from the rest of the cities, such as the city of Kufra and Jufra, for example; It is possible to overcome this by making a certain peculiarity to bring the local services closer to it.
As for the municipal system in force now in accordance with Law 9 of 2013, we find that it contributed to the fragmentation of the country and was set on a tribal criterion; Every municipality contains a tribe and therefore faces administrative problems because the municipal system assumes that each municipality is independent from the other in all its institutions except for national institutions and institutions of higher education.How ever, the fragmentation has spread in recent times, and it has included institutions of higher education, and the regionalization in the country has worsened, and it has reached unimaginable consequences. This system is financially burdening the state. For example, the Wadi Al-Shati region has three municipalities, although its population does not reach five hundred thousand people, and each municipality has a budget without having a budget. It has a noticeable impact on the ground.
