Policy and Publication

 

First: Open Access Policy:

Al-Bayan Scientific Journal aims to publish scientific articles and research according to the regulations set by the journal's publishing bylaws to ensure the quality of published research and to work on disseminating it as widely as possible. Therefore, the journal has chosen the Sirte University platform for peer-reviewed scientific journals, whose policy is based on the Open Access system, which guarantees free access to articles and research.

Second: Peer Review Policy:

Al-Bayan Scientific Journal follows a double-blind peer review system as stipulated in Article 5/B/3 of the journal's amended internal bylaws for the year 2023, where the identities of authors and reviewers are kept confidential and unknown to both parties, to ensure integrity and objectivity.

Research papers, after verification of meeting the initial publication conditions outlined in the internal bylaws, are sent to specialized reviewers in the field of the study. They are selected based on their expertise, scientific qualifications, and precise specialization. They evaluate the research paper according to specific criteria using a special form for the scientific evaluation of the referred paper, which includes assigning scores for each criterion. The outcome is as follows:

Accepted without notes,accepted with notes, accepted with notes and returned to the reviewers, or rejected and unsuitable for publication through the journal. The author is informed of the evaluation result of their research paper.

To ensure impartiality and integrity, the journal is committed to the following:

· Ensuring the confidentiality of information exchanged during the review process.

· The author has the right to respond scientifically to reviewers' notes.

· Publication decisions are based solely on the scientific evaluation results and are approved after being presented to the editorial board.]{dir="ltr"}

· Avoiding favoritism and dealing with all research with complete neutrality and integrity.

·       Third: Copyright Policy:

·       Al-Bayan Scientific Journal, issued by The Syndicate of Sirte University Staff Members , always keeps in mind the respect for authors' rights and intellectual property, by adhering to the laws regulating scientific publishing and what is stipulated in Article (8) of its internal bylaws. Authors submitting for publication through the journal are required to fill out an application and pledge form committing to publication standards and research ethics.

·       In the case of scientific fraud in a published article, the author is contacted and informed of the plagiarism after verification. The scientific journals platform is officially notified with attached evidence proving the plagiarism act. The author is banned from future publication through the journal, and their affiliated institution is formally notified of the actions taken against the researcher or group of researchers involved in that paper.

 

Fourth: Authorship and Self-Archiving Policy:

The journal allows researchers whose work has been published through the journal to place a copy of their research on their personal websites or the websites of their affiliated institutions. For any other purpose, the researcher is allowed, after obtaining permission from the journal, provided that Al-Bayan Scientific Journal is credited as the publisher along with the original link where the article was published on the Sirte University platform for peer-reviewed scientific journals, which guarantees open access without any fees.

Fifth: Plagiarism and Retraction Policy:

1.  The researcher is required to fill out a publication request and a pledge to adhere to research ethics according to a form sent with the paper intended for publication through the journal.

2.  Research papers submitted to the journal undergo screening by a specialized committee at the Sirte University platform for peer-reviewed scientific journals,using the TURNITIN plagiarism detection software. Before referral for review, the editorial board conducts a preliminary check of the submitted research to decide the extent of its compliance with the journal's publication regulations.

3.  In case of any literary theft or scientific plagiarism in the research submitted to the journal, the journal's editorial board will contact the researcher(s) to clarify the incident, in accordance with Article (8) of the journal's amended internal bylaws for 2023. After verifying the incident's validity, the journal takes the following actions.

   · If it is proven to the journal that the researcher has published the research submitted for publication, in print or electronically, before or after submission, they are permanently banned from future publication in the journal, and their affiliated institution is notified.

   · In case of proven scientific plagiarism in the submitted research, Al-Bayan Scientific Journal, after verifying the validity of the plagiarism incident, takes the following measures:

     · Withdraw the research from the journal, cancel it from its records and archive, and announce this, while retaining the plagiarized research as a document used when taking measures against the researcher.

     · Publish a clarifying announcement stating that the researcher violated scientific research rules and ethics.

     · Hold the researcher responsible for all expenses and costs incurred by the journal due to the review and publication of the research.

     · Notify the authority or scientific institution to which the researcher belongs of the plagiarism incident.

     · Permanent ban from publishing in the journal.

Sixth: Conflict of Interest Policy:

To prevent conflicts of interest between editors and researchers, whether due to personal or institutional relationships. Editors and journal staff are required to adhere to integrity. The journal requires editorial board members to work with complete neutrality. To promote neutrality and ensure the principle of transparency, the journal removes researchers' names and data from research papers sent for publication during the preliminary review of the paper's compliance with publication terms and conditions.

The journal's internal bylaws also prohibit the editorial board from communicating with researchers regarding their research; this is done through the Editor-in-Chief. Research papers are sent to reviewers after removing researchers' names and data, assigning a secret code placed on the paper and the evaluation form sent with it. Reviewers' notes, when received, are sent to the author without revealing the reviewers' identities.

Seventh: Data Sharing Policy:

Al-Bayan Scientific Journal mandates data sharing and, to that end, adheres to the standards followed by the Sirte University platform for peer-reviewed scientific journals.

Eighth: Publication Ethics:

1.      The journal requires that the research submitted for publication must not have been previously published or submitted for publication to any other outlet or have been presented previously.

2.      The journal requires the researcher to maintain integrity and transparency in the scientific research and information submitted to the journal for publication, and to avoid anything that harms scientific research, such as submitting the research to more than one entity or including data and information without citing their sources, and other acts rejected by the journal's policy.

3.      The research submitted for publication must meet the requirements of scientific research according to the journal's publication conditions.

4.      As stated in the journal's policy, the opinions expressed in the studies and research published in the journal do not reflect or represent the opinion or viewpoint of the journal's editorial board. The researcher alone is considered responsible for the opinions expressed and the accuracy of the results and conclusions in the published article.

5.      [The researcher, individually or on behalf of participating researchers, is required to fill out and sign the "Publication Request and Pledge Form" available electronically on the journal's website on the Sirte University peer-reviewed journals platform. Through this form, the researcher(s) pledge to adhere to research ethics and transfer copyright.

6.      Publication approval is attached with the submitted research if the study and the nature of the research require it.

Ninth: Procedures and Measures in Case of Violation of Research Ethics:

1.  If it is proven to the journal that the researcher has published the research submitted for publication, in print or electronically, before or after submission, they are permanently banned from future publication in the journal, and their affiliated institution is notified.

2.  In case of proven scientific plagiarism in the submitted research, Al-Bayan Scientific Journal, after verifying the validity of the plagiarism incident, takes the following measures:

Tenth: Publication Conditions:

1.      The research is to be submitted to the journal's editorial board, printed using Microsoft Word 2007 or later, and a copy sent to the journal's email: bayan.j@su.edu.ly

2.      The research must be accompanied by an abstract (Arabic & English), not exceeding (200) words. The research pages must not exceed (12) pages for applied sciences and (25) pages for humanities, including tables, figures, and images.

3.      The researcher must adhere to the research writing conditions outlined below in Article (12).

4.      The researcher must sign the journal's pledge form, which indicates that the research has not been published or submitted for publication previously in any journal.

5.      The Editor-in-Chief informs the research author of receiving their research and notifies them of the editorial board's decision in this regard.

6.      The researcher must address the reviewers' notes and incorporate them into a revised version of the research, sent to the journal's editorial board along with a report clarifying the modification points, within the period specified by the editorial board.

7.      The researcher is responsible for the linguistic proofreading of their accepted research before publication.

8.      Upon acceptance of the research for publication, all intellectual property rights related to the research transfer to Al-Bayan Scientific Journal.

9.      An electronic copy of the issue in which their research was published is sent to the researcher.

Research Writing Conditions

1.      The research must be typed using Microsoft Word 2007 or a later version with single line spacing.

2.      Margins should be set as follows:

a.       cm from the top,2.5 cm from the bottom, 2.5 cm from the right, 2.5 cm from the left.

b.      Line Spacing: Single (1.0)

3.      Font size and type should be according to the following table:

Research elements should be written in the following order:

· Research Title

· Author's name, academic degree, precise specialization, workplace - phone - email, written directly under the title in both Arabic and English.

· Research Abstract, preferably within (300) words in both Arabic and English.

· Introduction.

· Main Body. (Using APA style)

· Results.

· Recommendations.

· References.

· Figures and Illustrations: Numbered sequentially, placed in their appropriate locations within the research, and referenced in the text by their numbers. They must be clear and expressive. Leave a blank line (one line) between figures or tables and the preceding or following text.

· Equations: Numbered sequentially according to their appearance in the text, with the number placed in parentheses before the equation.

· References: References should be documented according to the commonly known APA style.
