منهجية التخطيط الاستراتيجي المبني على معايير الجودة ودوره في أداء مؤسسات التعليم العالي بالسودان – نموذج مقترح

The main objective of the study was to provide a systematic management model that links strategic planning (focusing on strategic objectives) to the quality standards in higher education institutions, and to show the role that this model can play in the institutional performance. The study presented the national quality standards as presented in the guide of the standards draft, for the evaluation and accreditation of the higher education institutions in Sudan for the year 2017.The study indicated in its theoretical framework, as the previous studies showed, the justification for applying the methodology of strategic planning based on quality standards and reach at the most important following results: many of higher education institutions don’t keep pace with the modern administrative approaches that are in line with the requirements of the educational process, this is reflected in the lack of implementation of the strategic planning methodology and non-adherence to the quality standards when evaluating the institutional performance. Conversely, they are not linked together, especially in the context of the strategic objectives which are the essence of the strategic planning process. The natural result is the low institutional performance and inability to achieve the mission of the educational institution, namely teaching and learning process, scientific research and community service. The study presented a number of recommendations, most notably: The need is, to work with the methodology of strategic planning and linking them with the quality standards in all stages of the educational process (preparation, implementation and evaluation) as a modern administrative model plays an important role in performance of the higher education institutions
