فعالية حوكمة تكنولوجيا المعلومات وأثرها على موثوقية التقارير المالية في المصارف التجارية الليبية

أصبحت أنظمة حوكمة تكنولوجيا المعلومات عاملاً حاسماً في تحديد الاستقرار المؤسسي، والمرونة التشغيلية، والمواءمة الاستراتيجية داخل القطاع المصرفي المعاصر. وإدراكاً لهذه الأهمية، أصدر مصرف ليبيا المركزي "دليل حوكمة تكنولوجيا المعلومات لعام 2023"، الذي يفرض متطلبات إلزامية لحوكمة تكنولوجيا المعلومات على جميع المصارف التجارية العاملة في البلاد. ومع ذلك، لا تزال الأبحاث التجريبية التي تقيّم تنفيذ هذه الضوابط التنظيمية في الاقتصادات التي تمر بمرحلة انتقالية محدودة. تبحث هذه الدراسة في تنفيذ هذه المتطلبات التنظيمية في 12 مصرفاً تجارياً ليبياً وتأثيراتها على موثوقية التقارير المالية. ويقيّم البحث مستوى نضج حوكمة تكنولوجيا المعلومات استناداً إلى آراء 87 متخصصاً في المحاسبة والمراجعة، مدعوماً بآراء من 18 مسؤولاً مالياً تنفيذياً ومراجعاً داخلياً. وتكشف النتائج التجريبية عن متوسط مستوى نضج لحوكمة تكنولوجيا المعلومات يبلغ 2.41 على مقياس من خمس درجات، مما يمثل نقصاً ذا دلالة إحصائية قدره 0.79 درجة عن المستهدف التنظيمي الإلزامي البالغ 3.2. وعلاوة على ذلك، تؤكد نتائج تحليل التباين (ANOVA) أن المؤسسات المالية الكبيرة تتفوق بشكل ملحوظ على المصارف الأصغر حجماً في تطبيق حوكمة تكنولوجيا المعلومات. كما يوضح تحليل الانحدار الهرمي أن الضغوط المؤسسية، والموارد المحاسبية، ومستوى المعرفة لدى لجان المراجعة تفسر مجتمعة 58.4% من التباين في نضج أنظمة الرقابة. وتحدد النتائج النوعية كلاً من الأنظمة المحاسبية القديمة (التقليدية)، والنقص الحاد في المراجعين المعتمدين لتكنولوجيا المعلومات، والانفصال المؤسسي (عدم المواءمة بين الممارسات الفعلية والسياسات المعلنة) كعوامل رئيسية تقوض موثوقية القوائم المالية. وتساهم هذه الدراسة في الأدبيات المحاسبية من خلال إرساء رابط تجريبي بين متطلبات الحوكمة الرقمية وجودة الرقابة في الأنظمة المصرفية التي تمر بمرحلة انتقالية
