Abstract

This paper examines the reformist discourse of Khair al-Din al-Tunisi, who is regarded as one of the leading pioneers of the reform movement in the Arab world during the nineteenth century. He is considered a model of reformist thought that sought to establish a reconciliatory vision combining Islamic authenticity with the achievements of European civilization while preserving Islamic and cultural identity. His intellectual project is presented in his book The Surest Path to Knowing the Conditions of States (Aqwam al-Masalik fi Ma’rifat Ahwal al-Mamalik), in which he offered a critical analysis of the reasons behind Europe’s progress and the decline of Islamic societies. He consistently advocated benefiting from the European experience. The study discusses the intellectual foundations of Khair al-Din al-Tunisi’s discourse, which called for reforming state institutions, including administrative, economic, and cultural structures, and for adopting rational approaches to public affairs inspired by the causes of European advancement. The research also highlights his method of reconciling authenticity and modernity without abandoning Islamic identity or the cultural particularities of Arab societies. Furthermore, it focuses on the intellectual paradoxes that characterize his discourse, particularly his attempt to reconcile Islamic principles with the requirements of the modern state and comprehensive reform in all areas of life. The paper concludes that Khair al-Din al-Tunisi’s discourse represents a foundational stage in modern Arab reformist thought. It contributed to bridging Arab modernity with Islamic thought while emphasizing the preservation of religious and cultural identity. At the same time, it reveals the intellectual contradictions within his reformist project, especially the tension between his reformist vision and the political, economic, and cultural realities in which he sought to implement it.
