Abstract

This study explores how regional wars affect ICAO’s ability to ensure navigation safety during wars, using the Iran-Israel regional war as a case study. Drawing on theories from international relations and politics, the research examines political and military actions shape and limit the ICAO’s ability to enforce safety standards. Despite ICAO’s progress in improving safety, there is still a gap in literature that integrate international law, political motives, and aviation regulations into a unified analytical approach. Methodology, the research uses qualitative analysis of the case supported by secondary data from several sources.

We observe that regional wars frequently surpass ICAO’s capacity to maintain aviation safety, thereby endangering global air navigation. The study also underscores ICAO’s limited enforcement authority, raising key questions about aviation governance. The conclusion is that effective air navigation safety in regional wars requires stronger ICAO’s enforcement of safety standards and political commitment. This paper advocates for practical measures, such as enhanced ICAO collaboration during crises and the establishment of an aviation taskforce to assist the ICAO to implement safety standards and protocols.
