The Extent of Implementation of the Governance Processes Model (EDM) in Libyan Banks According to the COBIT Framework: A Field Study on Banks Operating in the City of Sirte

The study aimed to assess the extent of compliance by Libyan commercial banks with the implementation of the Governance Processes Model (EDM) as outlined in the COBIT framework, which is considered one of the leading global frameworks for IT governance and management. The study adopted a descriptive-analytical approach, through reviewing relevant literature and conducting questionnaires directed at employees of commercial banks operating in the city of Sirte. The results revealed that the level of governance processes implementation according to the EDM model in these banks was moderate, with noticeable variation across its different dimensions. Based on these findings, the study recommended enhancing awareness of modern governance concepts and adopting the EDM model, as defined in the COBIT framework, as a unified IT governance model for the Libyan banking sector, in addition to forming specialized teams to support the effective implementation of this model.
